RAB proposes to join VAT collection drive


The Rapid Action Battalion (RAB) wants to conduct Value Added Tax (VAT) collection drive for the National Board of Revenue (NBR). The law enforcement agency also proposed to revise the current mobile court act in this connection.

NBR collects VAT under the present act and also takes action against the VAT dodgers. The VAT intelligence unit works to prevent VAT evasion. As per article 24 of the VAT Act, the law enforcing agencies can only provide cooperation, if sought for, to NBR officials in collection of tax.

RAB recently sent a proposal to the NBR and home ministry to revise the Mobile Court Act and include the law enforcement agency so that they could conduct drives against VAT dodgers. NBR officials however did not give any reaction to the proposal. Besides, the business community leaders termed it to be inappropriate. They said, tax collection is a specialised work and NBR has the experience to handle such work.

While speaking on the issue, NBR chairman Nojibur Rahman said, “We will collect VAT under the prevailing act and take the help of the law enforcement agencies if necessary.”

The written proposal signed by RAB director general (DG) Benazir Ahmed said drives under the mobile court act conducted by the RAB executive magistrates were being praised by the people for its success in dealing with various offences, including food adulteration, selling expired and fake medicine and cosmetics, phony physicians, unlicensed clinics and diagnostic centres, illegal blood banks, and illegal trade of wild animals.

Bangladesh investment summit begins Sunday


The two-day Bangladesh investment and policy summit 2016 begins in Dhaka on Sunday to showcase private sector investment opportunities in the country's key sectors.


Prime minister Sheikh Hasina is exepcted to formally inaugurate the summit at hotel Radisson Blu Water Garden on Sunday morning.

Local and foreign Investors, experts of foreign direct investment and industrial and international trade and policymakers and business entrepreneurs and government officials will join the summit.


According to officials at the Board of Investment (BoI), the main objectives of the summit is to highlight the latest policy developments for private sector growth in Bangladesh to showcase private sector investment opportunities and demonstrate opportunities for potential value addition to those sectors for the country's sustained economic growth.

Move to replace household piped gas with LPG


Against the backdrop of the country's fast declining gas reserve, the energy division has initiated a move to introduce liquefied petroleum gas (LPG) within the next two or three years by phasing out the existing piped natural gas for household consumption.

According to Energy Division officials, the gas reserve, which now stands at 14 trillion cubic feet (tcf), will start to decline from 2017 if no new discovery is made. "The natural gas will completely get exhausted by 2031 if no substantial reserve is discovered", said a top energy division official.

Under the circumstances, he said, LPG is considered as the most suitable alternative to natural gas for household purpose as 2.8 million household consumers are now using 330 mmcfd gas --13.06 per cent of the total gas production.

According to power and energy ministry documents, the country's total gas reserve (proven plus probable) is 27.12 trillion cubic feet (tcf). Of this, 13.032 tcf gas has been extracted until June 2015, with 14.088 tcf remaining.

The gas production marked a rise by 986 mmcfd to 2,730 mmcfd in 2015 from 1744 mmcfd in 2009, an average annual increase by 164.33 mmcfd in the last six years.

Energy ministry officials said the gas sector did not see any new discovery in the last 7-8 years although the state-owned Petrobangla made announcement on several occasions of new gas reserve. But when they went for drilling, no gas was found there as announced.

"Border closure to cost EU 3b euros a year"


Adding border checks to Europe's passport-free area would cost 3 billion euros ($3.3 billion) a year in lost business, the bloc's chief executive said on Wednesday, seeking to reinforce a message that impulsive measures to curb migrant flows would hurt the economy.
 With some 1.7 million workers crossing EU internal borders every day and with 57 million journeys made across those frontiers every year, European Commission President Jean-Claude Juncker said every hour of waiting time at borders had a cost. "One after another, we close the borders and once they are all closed we will see that the economic cost is huge," Juncker told the European Parliament in Strasbourg. "If we close the borders, if the internal market begins to suffer ... then one day we will be wondering whether or not we really need a common currency if there is no single market, no free movement of workers any more," he said, warning of the threat to the euro. Juncker, whose EU executive is working on revising the bloc's asylum and migration policy, said he decided to stress the economic impact because of EU governments' "cavalier" attitude to the Schengen zone of passport-free travel.

Use CSR funds to eradicate poverty: Atiur


Bangladesh Bank Governor Dr. Atiur Rahman on Wednesday urged banks and corporate houses to come forward with corporate social responsibility (CSR) funds to eradicate poverty.
 He was speaking at the ‘Dissemination and Report Handover Ceremony of CSR Findings’ at the central bank. Management Resources Development Initiative (MRDI) conducted the study to find impact assessment on ‘CSR Fund Usage by Banks’. The report found 62 per cent people in the survey area in the three villages of Dakope upazilla of Khulna, the worst hit villages of cyclones Sidr and Aila, as ultra-poor. “According to wealth profile, 25 per cent are poor, 7.5 per cent are low income and only 5 per cent are middle income,” the report said. About wealth profile, Dr. Atiur Rahman said it was not acceptable at all seeing poverty situation in certain areas of the country when Bangladesh embarks on middle income journey. MRDI Executive Director Hasibur Rahman, Association of Bankers President Anis A Khan, Deputy Governor SK Sur Chowdhury also spoke at the event.

Pakistan court acquits Musharraf of rebel leader’s killing


A Pakistani court Monday acquitted former military ruler Pervez Musharraf over the 2006 killing of a Baloch rebel leader, one of three legal cases he faced after returning from exile, lawyers said.

The decision Monday was the first significant ruling in the cases, which include the murder of former leader Benazir Bhutto in 2007 and treason, since Musharraf was indicted in 2015 for the killing of nationalist leader Nawab Akbar Bugti.

A spokesman for Musharraf told AFP he was happy with the ruling, which “will restore the people’s confidence in the judiciary”.

The former ruler also hopes to be acquitted in the other cases, which the spokesman said Musharraf described as “false and politically motivated”.

Bugti was killed in a military operation in 2006, sparking deadly nationwide protests and inflaming a separatist insurgency in resource-rich but impoverished Balochistan province.

“The court has dismissed all the charges against former ruler Pervez Musharraf and all those named in the case,” Aftab Sherpao, a former interior minister also named in the case, told media in the southwestern city of Quetta.
The anti-terror court’s ruling was confirmed by lawyers on both sides.

“It’s an injustice and a joke,” Suhail Rajput, lawyer for the Bugti family, told media and vowed to appeal.
Musharraf seized power in a bloodless coup in 1999. Facing impeachment following elections in 2008, he resigned as president and went into self-imposed exile in Dubai.

He returned to Pakistan in 2013 on an ill-fated mission to run in the general election, but was barred from taking part and has since faced a barrage of legal cases.
They include treason for imposing emergency rule in 2007, and the assassination of opposition leader Benazir Bhutto in a gun and suicide attack that same year.

5 French military men killed in Alps avalanche


Five French Foreign Legionnaires were killed Monday in an avalanche as they were on a training exercise in the French Alps, police sources said.

Another six were injured near the resort of Valfrejus, with one in intensive care in hospital after suffering hypothermia.

They were among a group of 50 soldiers taking part in the skiing exercise.
Three helicopters were involved in the search.

The nationalities of the victims were not immediately known. The French Foreign Legion attracts recruits from around the world.
The accident comes after two teenagers on a school trip and a Ukrainian tourist were killed in an avalanche in the French Alps last Wednesday.
A French teacher who took the students onto a closed skiing piste in that incident has been charged with involuntary manslaughter.

Cameron Diaz to release book on lifestyle


After releasing “The Body Book” in 2013, actress Cameron Diaz is set to release another lifestyle book.

The 43-year-old actress gave an insight into her forthcoming release “The Longevity Book” by uploaded a photograph of its front cover on her Instagram account, reports femalefirst.co.uk.

Diaz wears no make-up in it and bares her naked face for the cover. Her new book will discuss the science of ageing, the biology of strength, and the privilege of time while encouraging women to feel confident.

“I am so excited I can barely contain myself!! As soon as I saw it myself, I wanted to share with you the cover of THE LONGEVITY BOOK... I am so proud of this book and very much looking forward to engaging us all in a new conversation about aging - how to do it with strength, grace, health and wisdom (sic),” Diaz captioned the image of the cover.

“The Longevity Book” is set for release in April.

Actor Ranveer Singh, who bagged the Best Actor in a Leading Role at the 61st Britannia Filmfare Awards ceremony here, says it’s a “dream come true” moment for him to compete against megastar Amitabh Bachchan and he is feeling on “top of the world”.

“The #FilmfareAward for Best Actor in a Leading Role! Thank you all for your love! I feel on top of the world,” Ranveer posted on Twitter on Saturday.

“To have won in the presence and with the blessings of my idol @SrBachchan. Could not have been sweeter! #dreamcometrue,” he added.

Ranveer, who took home the black statuette for playing Maratha warrior Peshwa Bajirao I in the Sanjay Leela Bhansali directorial “Bajirao Mastani”, was handed over the award by veteran actress Rekha.

“Kissing my beautiful black lady! Honoured to have received this award from the legendary Rekha ji! What a glorious moment,” he tweeted.

"The Revenant" led overall with 12 nods.

The biggest stars in Hollywood also led the way in individual categories with Leonardo DiCaprio being nominated for Best Actor, along with Matt Damon, Michael Fassbender and Eddie Redmayne. Cate Blanchett, Brie Larson and Jennifer Lawrence were among those nominated in the Best Actress category.

Bangladesh agriculture: Faridpur farmers eye 1,29,848 tonnesof Boro output


 A comprehensive programme to produce Boro paddy, the major food crop in the district has been taken up by the District Agriculture Extension Department(DAE) in the current season.


 The transplantation of the Boro seedlings is nearing completion. The target in this season in the district has been fixed at 28,228 hectares of which 20,025 hectares have already been achieved. According to the DAE sources, different varieties of Boro seedlings have been transplanted in the district which included BRRI-28, BRRI-29 and BRRI-50 being the major varieties. It is expected that a harvest of 1,29,848 tonnes of clean rice will be available in this season at the rate of 4.7 tonnes per hectare. According to the sources, in Sadar upazila 2,680 hectares of land have been brought under Boro cultivation to produce 12,380 tonnes, in Charbhadrasan upazila 661 hectares to produce 3,040.6 tonnes, in Nagarkanda upazila 1,849 hectares of land to produce 8,505.4 tonnes of clean rice in Saltha upazila 1,244 hectares to produce 5,722.4 tonnes of clean rice. In Sadarpur upazila 1,346 hectares of land have been brought under cultivation to produce 6,191.6 tonnes, in Bhanga upazila 3,810 hectares to produce 17,526 tonnes, in Madhukhali upazila 1,830 hectares to produce 8,418 tonnes, in Boalmari upazila 4,057 hectares to produce 18,662.2 tonnes while in Alfadangaq upazila 2,528 hectares of land to produce 11,628.8 tonnes of paddy. The varieties Boro seedlings contain Hi-breed and different kinds of HYV. However, the sources added that favorable climatic condition, availability of agricultural inputs and satisfactory electric supply for irrigation will be needed to achieve the target. It may be mentioned here that this district which was once deficit in food but during last years it has achieved self sufficient in food due to delirious labors of the farmers as well as the cooperation of the concerned government agriculture agencies and also some NGOs

Graft takes place at 16 stages of RMG sector: Study


Corruption takes place at 16 different stages involving work orders, production and supply in the country’s readymade garment (RMG) sector, a study has revealed.


 The Transparency International Bangladesh (TIB) released the study at a press conference in the city on Thursday. The study was jointly conducted by the Bangladesh and Germany chapters of the Transparency International (TI). According to the study, the highest level of corruption takes place at the production stage followed by work orders and delivery of products. Most of the corruption happens in the form of bribes, fake documents, purchase of products at low prices compromising the quality and import of increased volumes of raw materials for sale in the open market, it says. Besides, working hours of workers are manipulated by maintaining different attendance books and work orders are also cancelled by buyers citing the excuse that the demand for the products has fallen in their respective markets.  The TIB, however, made some recommendations, including establishment of a complaint cell, so that labour rights and business ethics can be ensured, necessary measures can be taken against the errant companies and a fair auditing system can be introduced.

Dhaka International Film Festival starts Thursday



The 14th Dhaka International Film Festival will start on Thursday, January 14, at the National Museum at Shahbagh in Dhaka.

The schedule for the festival was revealed on Wednesday afternoon.

During a press conference held by Rainbow Film Society at Dhaka Club, it was announced that Information Minister Hasanul Haq Inu will be the chief guest at the inauguration while State Minister for Foreign Affairs Shahriar Alam will preside over the session.

The candle of inauguration will be lit by renowned Syrian film maker Mohamed Malas and Norwegian film maker Anja Breien.

The 8-day festival will begin with the Bangladeshi film “Under Construction” by Rubaiyat Hossain.

170 films from 60 countries will be exhibited at this international event.

The theme of the event, which ends on January 22, is “Better Film, Better Audience, Better Society”.

A competition section will be present in the festival for Asian and Australian cinema and segment categories for “Retrospective”, “Cinema of the World “,” Children’s Film “,”Women Filmmakers “,” Short and Independent Films Section” ”Nordic Film Session” and “Spiritual Films Section”.

Many well-known film makers from various countries will be participating in this year’s event which includes the “2nd International Conference on Women in Cinema”.

The venues for the event this year are: National Museum Auditorium, the Central Public Library Auditorium, Alliance Française de Dhaka and the Edward M Kennedy Center.

It very rare that one’s work and love life are both equally enriching and satisfying. A few years after she started out, it wasn’t the case. When she was in a relationship with Ranbir Kapoor, her career wasn’t going anywhere. Also, her relationship with his family wasn’t the best. You haven’t signed any film for 2016.

I am very happy with that… I have had a fantastic 2015 and I am not worrying about this year at all.

You must be having the choicest of films coming to you?

I don’t know… Of course I would like to believe that. (smiles) This year will be whatever it has to be. Am I antsy or insecure about not having signed a film? Not at all. I am looking forward to what 2016 has to offer me.

Are you getting more comfortable with Ranveer. You put up an intimate video snipping his beard?

I have said this before… I am very, very comfortable around him and I can just be myself in front of him. I can switch off and just be my true self with him. I remember a day after Bajirao Mastani released we were just sitting together and eating chocolates. As simple as that. Here the world is going crazy about Bajirao Mastani and Bajirao and Mastani are eating chocolates! That’s my relationship with him. I don’t like to label relationships explaining this or that. It is what it is and people can make whatever they want of it. I think what is important that we know where we stand with each other, in each other’s lives, what we mean to each other, what all we can do with each other, what all we can say to each other, how we can be in front of each other… That’s it.

A Fortune magazine cover depicting Amazon CEO Jeff Bezos as Hindu deity Vishnu has sparked anger in the Hindu Community.

The cover illustration shows Jeff Bezos, as Vishnu, holding a lotus in his left hand, while showing off Amazon logo on the right palm.

The US based magazine's cover story titled “Amazon Invades India,” is about the global e-commerce giant's penetration into the Indian market –one of the fastest growing markets for Amazon.

The outrage against the cover also spilled onto social media soon after the latest edition of the magazine hit newsstands. “Ok, cool @FortuneMagazine now do one with Bezos as Jesus in honor of Black Friday?” American technologist and blogger Anil Dash tweeted. “Also, many Indian people (like my dad) were born under colonial rule. So a headline discussing a corporate ‘invasion’ is probably not ideal,” he said in another tweet.

Cut in China's energy supply could 'paralyze' N Korea


China plays a key role as North Korea's energy supplier, and the entire country could be thrown into chaos within a week if Beijing decides to cut supply, a South Korean think tank said Monday.

The analysis from Korea Energy Economics Institute comes at a time Beijing is being rebuked by the United States for not doing enough to prevent North Korea provocations. Pyongyang announced Wednesday it had "successfully" tested a hydrogen bomb. Kim Kyung-sul, a senior research fellow at KEEI, told Yonhap that North Korea relies 100 per cent on China for crude oil imports. That means the fate of North Korea's economy depends heavily on Chinese actions. Oil pipelines run between North Korea and China, through the Chinese border city of Dandong. But if China decides to block the flow, North Korea would lose its supply of petroleum products that include gasoline and diesel. If China suspends supply, Kim said North Korea's transportation and military sectors would become "paralyzed" and rampant inflation followed by internal riots would take place. The factors leading to a North Korea collapse would fall into place, Kim said. The South Korean analyst said that while North Korea keeps a certain amount of crude oil in reserve for its military, the amount would not be sufficient to prevent social chaos that would ensue with a cut in energy supply. North Korea reportedly imported 4.237 million barrels of oil from China in 2013 and 3.885 million barrels in 2014. A North Korea collapse, however, would not be desirable from a South Korean perspective. South Korean newspaper Donga Ilbo reported that Moody's, the international credit-rating agency, had stated a North Korea collapse would have an adverse effect on South Korea's credit rating, most recently upgraded to Aa2 in December.

'We want to reach the next level'


Ace allrounder Shakib Al Hasan has said that the national players are looking forward to develop their skills in the shortest format of the game during the upcoming Zimbabwe series.

The four-match T20I series which begins on January 15 in Khulna will be Bangladesh's last chance to experiment ahead of the Asia Cup and ICC World Twenty20.

And although Zimbabwe have arrived in Bangladesh on the back of a 2-0 T20I series defeat against Afghanistan, Shakib doesn't think there will be any problem for his players to get motivated for this series.

“In terms motivation, there's no problem amongst the players. We all play at the national level and we are all motivated. But yes everyone is trying to improve their standard.

“If you look at Christiano Ronaldo or [Lionel] Messi, they have been the best footballers for the last seven to eight years. So taking a cue from there, I think our players are trying to find out how they can be better players,” Shakib told reporters after training at the Sheikh Abu Naser Stadium in Khulna yesterday.

There are a number of players in the side who managed to break through recently due to their performances in the Bangladesh Premier League.

Hospitals struggle to cope with sick children


An increasing number of children are getting diarrhoea, pneumonia and other respiratory diseases as a cold spell has continued sweeping Thakurgaon and Panchagarh districts for the last couple of days.

Affected children and their mothers are crowding the floor, corridor and even the staircases of Thakurgaon and Panchagarh Sadar Hospitals as accommodation capacity of the children's wards is too small.

At least 162 children have been admitted to the children's ward of the hospitals in last two days.

Of them, at least 129 patients were admitted to the children's ward of Thakurgaon Sadar Hospital against only 18-seat, hospital sources said.

Of the 129 children, 68 have been affected with diarrhoea, 24 with pneumonia and 37 with other cold related diseases, said Dr Shajahan Newaj, senior consultant of the hospital.  

Two or three nurses, who are supposed to serve 18 patients, at the children's ward are facing huge trouble to cope with the increasing number of patients.

Facebook recruits Bangla translator


Popular social networking site Facebook has appointed ‘translator’ to interpret and check the Bangla status posted by users on it.


State Minister for Posts and Telecommunications Tarana Halim on Sunday said the social networking site gave the appointment in response to a recent letter of Bangladesh.


Facebook took the initiative to filter the objectionable contents being posted in Bangla language which is socially derogatory in Bangladesh and the site will delete it without delay, she said.


"In most of the cases, Facebook authority doesn't take the objection over Bangla status into consideration because of their inability to understand the meaning of those objectionable Bangla words. That's why they don't acknowledge many issues as defamatory," pointed out Tarana.


The state minister also said that she is all set for another meeting with the Facebook authorities in Singapore on January 12.


On December 12 last year, Facebook representatives arrived in Dhaka and met several ministers and senior officials of the Bangladesh government for a detailed discussion at the Home Ministry.


Earlier on November 22, 2015, the Bangladesh government imposed temporary restrictions on Facebook and few messaging and calling apps on security grounds.

Nurturing talent


Human resources development is no longer a nice-to-have. Whether in technical fields or theoretical fields, the onus is on developing raw talent and polishing them in to gems. For all the plans drawn up, nothing can substitute the development of skills. There are challenges to be faced today but also the challenges of the future will change. The western world is focusing on developing robots to help an ageing population. But the human element in a care-giving relationship cannot be taken over by mechanical creations. Future jobs will require using the brain rather than brawn as more and more companies, piqued by an unwillingness of the populace to take on blue-collar jobs, run out of options.

Of course there is a cost element involved. Factory floor personnel have to be remunerated as per the standard dictates of the country concerned and the minimum wage is going up and not down. Sooner than later routine jobs will vanish as companies seek to cut costs and, as is evident, even Japan is revamping education by reducing the focus on humanities. The future could be more of a machine-like generation than a softer, thinking one and questions are already being asked about human interaction being compromised thanks to technology.
Strangely enough, technology hasn’t done what it was supposed to-reduce paper consumption. What it has done is degrade, further the humane side of man- the empathy and feeling. Everything at a distance, the touch and feel element is fast being lost. And yet technology moves on an on, relentlessly.
For a country where that kind of automation will take much longer to achieve, the signs of technology coming to good use are quite clear. Much more can be done, even to speed up manual processes that still require manning. It is in the area of softer skills in sales, marketing, teaching and training that require the human touch, where the divide is growing. Virtual classes are a great idea but the backward linkage is absent. In the 80s and 90s garments industries faced a similar headache and worked gradually to organise composite set-ups. It’s all very well to provide lap-tops to students but the apps that they need for furthering their studies, the portals where they will get information from are yet to be developed with local content. With the focus on software exports, there is a danger of missing out on local content that, whether business viable or not, must be ensured. Until then, we shall continue to hear illustrious personalities such as President Abdul Hamid and Chief Justice S K Sinha bemoan the businesses that education is drowning in.

Singer Kylie Minogue has fuelled rumours she is engaged to her boyfriend of four months, Joshua Sasse, after she was spotted with a huge diamond sparkler on her ring finger.
The “Spinning around” hitmaker was spotted with the sparkler on her left hand as she dined at the Chiltern Firehouse here with Sasse following their romantic two-week holiday in Geneva.
“Kylie was smiling from ear to ear and was more than happy to flaunt her diamond ring. It was like she wanted the world to know,” a source was quoted as saying by The Sun newspaper.
“The couple recently spent the whole festive period skiing and hired a lodge for friends and family. It would have made a very romantic place for a proposal,” the source added.

OIC appoints four women to top posts

The Organisation of Islamic Cooperation (OIC) has appointed four Arab women to top positions in the 47-year-old organisation. The OIC is the world’s second-largest international organisation after the United Nations, consisting of 57 countries. Iyad Madani, the OIC’s secretary general, is committed to women’s empowerment, according to a report in a local publication. The new appointees, from Saudi Arabia, Mauritania, Algeria and Yemen, will work at the OIC’s headquarters in Jeddah in the departments of cultural and social affairs, media and information, women and family, and political affairs. There are 12 women working in the general secretariat, the report said. Saudi Maha Aqeel, the OIC’s new director of media and information, is one of the first women to take up a leading position at the organisation. She worked as an English-language journalist before moving to work at the OIC as the editor in chief for the magazine of the organisation. Six years later she was promoted to her current position.  Muhlah Ahmad from Mauritania is the director general for cultural, social and family affairs. She served as her country’s education minister between 2005 and 2007. Fadilah Qrain from Algeria, who joined the OIC in 2014, was appointed director of social and family affairs. She said her goals include boosting the role of women in the Muslim world and providing better care for children and the youth. Nouriah Abed Al-Hamami, who represented Yemen at four ministerial meetings of the OIC, and was the first Yemeni woman to work in the diplomatic field, was appointed director of the human affairs department, according to Arab News. 

North Korea challenges moral authority of N club


When North Korea claimed triumphantly that it had tested its first hydrogen bomb this week, it was roundly and predictably condemned by the United States, China, Russia, Britain, France and India, countries estimated to possess a combined total of more than 15,000 nuclear warheads, says an AP report.
Non-nuclear powers condemned the test, too, including Japan, the country that was on the receiving end of the only atomic bomb attack in history - the U.S. bombing that ended World War II in the Pacific in 1945.
But while most of the world, East and West, agrees that no one wants North Korea to be an effectively functioning nuclear power, a question that can’t be escaped lurks behind the condemnation: How much right do nations have to tell other nations what to do?  Moreover, how much of a right do nuclear powers, which have no intention of giving up their own arsenals, have to demand others to give up theirs?
North Korea, of course, says none.
In a show of defiance and nationalist pride that is so characteristic of the North, masses of North Koreans filled Pyongyang’s Kim Il Sung Square on Friday, which happened to also be leader Kim Jong Un’s birthday, to celebrate their military’s new crown jewel. Fireworks and dancing parties were held after the rally.
“This hydrogen bomb test represents the higher stage of development of our nuclear arms,” Pak Pong Ju, North Korea’s premier, told the crowd, which officials said was 100,000-strong. “It will go down in history as a perfect success and now the DPRK is proud to be ranked among nuclear states possessing hydrogen bombs. The Korean people can demonstrate the stamina of a dignified nation with the strongest nuclear deterrent.”
The North’s official name is the Democratic People’s Republic of Korea.
With its latest test, which may or may not have been of an H-bomb - outside expert opinion remains divided - it is treading further down a dangerous, but well-worn, path.

Suarez faces ban


Barcelona striker Luis Suarez faces a ban of up to three Copa del Rey matches after being cited in the referee’s report for calling Espanyol players “a waste of space” at the end of a heated Catalan derby.

Barca won the first leg of the Copa de Rey last-16 tie between the sides 4-1 on Wednesday as Espanyol had two players sent-off and were lucky to escape further punishment as goalkeeper Pau Lopez’s violent stamp on Lionel Messi went unseen.
However, it is Suarez, who was also booked for a clash with Lopez, who is expected to receive a one to three-game Cup ban for sparking a brawl in the tunnel after the game that security personnel had to break up.
“Whilst all the Espanyol players climbed the stairs in the tunnel towards the dressing rooms, he (Suarez) waited for them and confronted them saying on various occasions: “Here I am waiting for you, come here; you are a waste of space,” referee Juan Martinez Munuera wrote in his report.
“That provoked a clash between players from both clubs forcing security personnel present and the managerial staff from both teams to intervene.”
Espanyol’s physical approach had frustrated Barca in an equally fiery clash between the two in La Liga on Saturday which finished 0-0.
And Barcelona boss Luis Enrique praised the referee’s more strict approach to Espanyol’s roughhouse tactics in midweek, comparing the visitors’ style to American football.

Raging bushfire devastates Australian town


A “catastrophic” bushfire has burnt through an historic town in Western Australia, razing 95 homes and leaving three people unaccounted for, officials said Friday.

The out-of-control blaze 110 kilometres (68 miles) south of Perth more than doubled in size in 24 hours and has now burned through 53,000 hectares (130,000 acres), with a third of the town of Yarloop destroyed.

“I believe we’ve had what I would suggest [are] catastrophic losses within Yarloop,” the state’s Fire and Emergency Services commissioner Wayne Gregson told reporters.

“It appears that we’ve lost around 95 houses, a number of structures within the town site including some of the historical buildings.”

Gregson said three or four people had minor injuries as a result of the blaze, which was fanned by strong winds, but added: “Sadly we have three people unaccounted for from Yarloop.”


Yarloop has a population of 500-600 with an estimated 250 homes.

Aerial footage showed houses reduced to just their brick fireplaces, leaving only blackened ground and the burnt-out shells of vehicles.

Yarloop resident Ron Sackville told 6PR radio there was “very little” left.

“I look around 360 degrees and everything is burnt to a cinder. The fire was horrendous,” he said.

Another resident described the overnight emergency-initially triggered by a lightning strike-as like the town was being hit by “fireballs”.

“It was crazy. One fireball after another. The wind... it was unbelievable,” Alex Jovanovich told the Australian Broadcasting Corporation.
“It’s devastating,” he said of the damage.

“There’s bugger all left. The hall is gone. I believe the pub’s gone. The workshops are gone. The old hospital is gone. I think the church is gone.”

Hundreds of firefighters were battling the blaze, which has prompted evacuations and an emergency warning for nearby towns and surrounding areas.

“You are in danger and need to act immediately to survive. There is a threat to lives and homes,” an official warning said.

Bushfires are a common feature of Australia’s summer, with four people dying in November in Esperance in Western Australia’s far south, and another two perishing in South Australia.

“The fire is still uncontrolled, it is still very, very unpredictable,” Gregson said.

US missile disappears, turns up in Cuba: WSJ


A US Hellfire missile has turned up in Cuba after going missing in a fiasco that has left American officials worried the technology may be shared with China, Russia or North Korea, the Wall Street Journal reported Thursday.

Though the missile was not carrying a warhead, the alarming diversion while it was in transit from Europe has spurred US investigators to probe whether its arrival on the communist island was the result of criminal activity or merely a series of mistakes, according to the newspaper.

And despite a historic thaw in ties with Cuba over the past year, Washington has been unsuccessful in its push to get the missile back, the WSJ said, citing unnamed sources.

It reported that American officials were not concerned that Cuba would take apart the Hellfire -- an air-to-ground missile often carried by helicopters -- but were worried that Havana would share the technology with US rivals China and Russia, as well as North Korea.

The missile's far-flung journey began in early 2014 when it was sent from Orlando International Airport by arms firm Lockheed Martin to Spain, where it was used in a NATO military exercise.

From Spain it began a journey that was supposed to see it arrive back in the United States, and was passed between several shipping firms on the first leg of its trip.

Officials loading a flight that was to carry the missile out of Madrid first noticed that it was missing, the Journal said.

They then determined that it had been put on a truck operated by Air France, which took it to Charles de Gaulle Airport in Paris, where it was loaded onto one of the company's flights to Cuba.

By the time the missile was tracked down, it was already en route to Havana where an official noticed the labeling on its crate and seized it.

Lockheed Martin notified the State Department of the incident when it realized the missile was missing around June 2014, the WSJ said.

The US Justice Department is investigating the matter.

If the missile was purposefully diverted to Havana, the incident could be a violation of the Arms Export Control Act and even sanction laws against Cuba, the Journal said.

The bungled missile delivery comes with Washington and Havana working to build on their restoration of full diplomatic relations, a move first announced in December 2014.

The United States and Cuba formally restored diplomatic relations in July and re-opened embassies in each other's capitals.

Obama said he had made the decision because he concluded that 50 years of trying to encourage democratic and economic change in Cuba through isolation had failed.

It also comes with the US pushing for greater pressure on North Korea over an alleged hydrogen bomb test this month, and with Washington at loggerheads with Moscow and Beijing over a litany of issues ranging from the civil war in Syria and the conflict in Ukraine to freedom of navigation in the South China Sea.

Inflation increases to 6.1pc in Dec


Bangladesh’s annual inflation increased to 6.1 percent in December, driven by an increase in the price of non-food items, the planning minister said on Tuesday.


Consumer prices rose 6.05 percent in November, the lowest since January last year, the minister, Mustafa Kamal, said.

Annual food inflation in December edged down to 5.48 percent from 5.72 percent the previous month while non-food inflation increased to 7.05 percent from 6.56 percent.

China sets yuan currency level near five-year low


China's central bank on Wednesday set the value of the yuan currency against the US dollar at its lowest since April 2011, according to the national foreign exchange market, raising worries over the health of the world's second-largest economy.

The People's Bank of China (PBoC) set the daily reference rate at 6.5314 to $1.0 on Wednesday, down by 0.22 percent from the previous day, according to the China Foreign Exchange Trade System. It was its weakest for nearly five years.

The move marked the seventh session the PBoC has weakened the yuan, reviving concerns over a shock devaluation of the currency in August, when it guided the unit down nearly five percent in a week.

"Market forces are exerting strong pressure on the yuan to depreciate against the US dollar," senior international economist for PNC Financial Services Group, Bill Adams, said in a research note on Wednesday.

"Chinese economic growth is weak, Chinese foreign trade is contracting, the PBoC has cut interest rates six times since November 2014, US interest rates are rising and capital is flowing out of China," he said.

At 4:30 pm (0830 GMT), the onshore yuan was quoted at 6.5575 to $1.0, down 0.58 percent from the same time on Tuesday.


China limits the yuan to rising or falling two percent on either side of the reference rate. The central bank intervened in the domestic market on Tuesday to push up the yuan by buying through state-owned banks and selling dollars, the Wall Street Journal reported.

In offshore trading, the yuan declined to 6.6964 to $1.0 by late afternoon on Wednesday in Hong Kong, Bloomberg News reported.

China has pledged to make the value of the yuan more flexible and market-oriented, and the International Monetary Fund has announced the unit will join its elite reserve currency basket.

China stocks trading suspended after rout


China accelerated the devaluation of the yuan on Thursday, sending currencies across the region reeling and domestic stock markets tumbling, as investors feared the Asian giant was kicking off a virtual trade war against its competitors.
Trading on China's stock markets were suspended for the rest of the day, for the second time this week, as a new circuit-breaking mechanism was tripped less than half an hour after the open.
The People's Bank of China again surprised markets by setting the official midpoint rate on the currency at 6.5646 yuan per dollar, the lowest since March 2011.
That was 0.5 percent weaker than the day before and the biggest daily drop since last August, when an abrupt near 2 percent devaluation of the currency also roiled markets.
The impact was immediate as regional currencies went into a tailspin. The Australian dollar, often used as a liquid proxy for the yuan, fell half a US cent in a blink.
Shanghai stocks slid 7 percent to trigger the halt in trading, a repeat performance of Monday's sudden tumble. Japan's Nikkei shed 1.8 percent in sympathy.
A sustained depreciation in the yuan puts pressure on other Asian countries to devalue their currencies to stay competitive with China's massive export machine.
It also makes commodities denominated in US dollars more expensive for Chinese buyers, which could hurt demand and thus further depress commodity prices in a vicious chain reaction.

Fresh sex abuse claims against peacekeepers


UN peacekeepers are facing fresh allegations that they sexually abused four young girls in the Central African Republic, the latest in a wave of child rape cases to hit the mission.

The United Nations said Tuesday it had informed three countries of the claims and asked them to investigate their soldiers serving in the MINUSCA mission in Bangui.

A UN spokesman declined to name the countries and to specify how many troops were involved, but sources said the soldiers were from Gabon, Egypt and Morocco.

The UN mission said in a statement that it was also investigating allegations against “international forces” in Bangui, without providing details.

The latest allegations bring to 26 the number of sexual abuse cases targeting UN peacekeepers in the Central African Republic.

The UN mission “is investigating new allegations concerning both sexual exploitation and abuse and other misconduct by UN peacekeepers in Bangui,” UN spokesman Stephane Dujarric said.

Mission chief Parfait Onanga-Anyanga told troops and police in Bangui that there would be “zero tolerance” for such actions and “no complacency for perpetrators,” he added.

The four girls, all minors, received medical care, along with shoes, clothes and hygiene kits.

The troops were accused of rape, sexual exploitation and transactional sex with the girls, some of whom were living in a camp for displaced civilians in Bangui, a UN official said.

‘Sick and tired’ -
The latest scandal was discussed by the UN Security Council during a closed-door meeting on Tuesday, prompting fresh calls for action to put a halt to the recurring cases.

“We are really sick and tired of this coming back each time,” New Zealand’s Ambassador Gerard van Bohemen told reporters after the meeting.

“There are calls for the council to be given specific information about what is going on in response to these allegations,” he said.

Under UN rules, it is up to the troop-contributing country to investigate and prosecute soldiers accused of misconduct while serving under the UN flag.

UN Secretary General Ban Ki-moon fired the head of the 10,000-strong MINUSCA force last year over the mounting number of cases, but the allegations have continued to surface.

Ban has warned that he is ready to throw out an entire peacekeeping unit if their country fails to prosecute soldiers accused of sex abuse.

The United Nations has been badly shaken by allegations last year that French and African troops forced children to perform sexual acts in exchange for food, from December 2013 to June 2014.

France has several thousand troops deployed in the Central African Republic as part of its Sangaris force, which is not under UN command.

Fourteen soldiers from that force are under investigation in France as a result of those allegations.

An independent panel last month sharply rebuked the United Nations for failing to take action to address the allegations that were detailed in a UN mission report.

The Central African Republic is struggling to recover from sectarian violence that exploded after a 2013 coup, pitting mainly Muslim rebels against Christian militias.

Merkel under fire on migrants


German Chancellor Angela Merkel came under mounting pressure Wednesday for her welcoming stance toward migrants, which opponents have linked to a shocking rash of apparently coordinated sex attacks in Cologne on New Year’s Eve.

Police in the western city told AFP they have received more than 100 complaints by women reporting assaults ranging from groping to at least one reported rape, allegedly committed in a large crowd of revellers during year-end festivities outside the city’s main train station and its famed Gothic cathedral.

Victims blamed men of “Arab or North African” appearance, enflaming a heated public debate about Germany’s ability to cope with the nearly 1.1 million asylum seekers the country took in 2015.

Authorities have said there is no concrete indication that the perpetrators were asylum seekers who arrived in last year’s record influx, whose total was confirmed by the interior ministry Wednesday.

However critics of Merkel’s liberal refugee policy charged that the Cologne assaults proved she was playing with fire without clear plans how to integrate the mainly Muslim newcomers.

The right-wing populist Alternative for Germany (AfD) party, which hopes to gain seats in three regional elections in March, seized on the attacks as “a result of unchecked immigration”.

“Here we see the appalling consequences of catastrophic asylum and migration policies on Germany’s everyday reality,” party leader Frauke Petry said.

‘Merkel, what are you doing?’ -
Late Tuesday 200-300 people, according to police estimates, gathered in front of Cologne cathedral calling for more respect for women.

One female demonstrator held a sign reading: “Mrs. Merkel, what are you doing? This is scary”.

“If asylum seekers or refugees carry out these kind of attacks... it will bring their stay in Germany to an abrupt end,” warned Andreas Scheuer, general secretary of Merkel’s Bavarian allies, the Christian Social Union, which has demanded she set a strict upper limit of 200,000 newcomers per year.

Merkel was due to speak at a meeting of the CSU in Bavaria later Wednesday, just weeks after its leader Horst Seehofer gave her a humiliating dressing-down over her position on refugees at another party event.

Meanwhile in Brussels, EU Migration Commissioner Dimitris Avramopoulos was hosting an emergency meeting of ministers from Sweden, Denmark and Germany amid concerns for the Schengen passport-free zone after Stockholm and Copenhagen this week tightened their border controls due to the migrant crisis.

Merkel on Tuesday urged a thorough investigation of the “repugnant” attacks and called Cologne’s mayor, Henriette Reker, to express her “outrage” over the violence, which she said required “a tough response from the state”.

“Everything must be done to find as many of the perpetrators as quickly as possible and bring them to justice, regardless of their origin or background,” she said.

Witnesses in Cologne said groups of 20-30 young men had surrounded victims, assaulted them and in several cases robbed them.

A plain-clothes policewoman was reportedly among those attacked.

“We assume more people will come forward,” said police chief Wolfgang Albers, who on Wednesday dismissed calls for his resignation.

The northern port city of Hamburg said it had received 27 reports of similar attacks at New Year’s street parties.

‘General suspicion’ -
Justice Minister Heiko Maas warned against scapegoating refugees over the assaults, which he said “appeared to be coordinated”.

“No one should exploit the attacks to smear refugees as a group,” he told German news agency DPA.

“Even if asylum seekers were among the perpetrators, that is no reason to place all refugees under general suspicion.”

Interior Minister Thomas de Maiziere lashed out at Cologne police for failing to stop the assaults.

“The police cannot work in this way,” de Maiziere told public TV channel ARD late Tuesday.

Police said they evacuated the area because of fears people could be injured by fireworks—and admitted the assaults then began without them realising what was happening.

“It is not acceptable that the square could be evacuated and then (the attacks) take place” in the same location, with officers “waiting for complaints” from victims before taking action, de Maiziere said.

“I am urgently demanding clarification.”

Cologne mayor Reker, who was stabbed in the neck in October in an attack apparently over her pro-refugee stance, pledged to step up security measures ahead of next month’s raucous Carnival, which draws hundreds of thousands to party in the city’s streets.



Albers said security cameras and better lighting would be installed for the February 4-10 event, including around the main rail station.

Afghanistan conflict: US casualties on special forces mission


One US service member has been killed and two wounded reportedly during a special forces mission in Afghanistan’s southern Helmand province.

The forces were taking part in a counter-terrorism operation when they came under fire, US officials said.

One of two medical helicopter sent to rescue casualties is damaged on the ground and has yet to be recovered. The fighting is said to be ongoing.

About 12,000 foreign soldiers are still deployed to help tackle the Taliban.

Some of the foreign troops were sent to counter the recent militant insurgency in Helmand.

‘Not shot down’

US military spokesman Brig Gen Wilson Shoffner said one service member had died as a result of wounds, adding: “We are deeply saddened by this loss… our heartfelt sympathies go out to the families and friends of those involved.”

The identity of the casualties has not yet been revealed and no official details given on their service branch.

A number of Afghan forces were also reported to have been wounded.

Pentagon press secretary Peter Cook said: “This is an ongoing situation, there is still a fight going on in the immediate surroundings.”

Two HH-60 Pave Hawk “medevac” helicopters were earlier dispatched to the scene.

One was forced to turn back after coming under fire, Mr Cook said.

It returned to base but the second, which landed safely at the scene, damaged its rotor blades after it apparently struck a wall, he said.

A US defence official said it was still on the ground and the military was working to recover it, but gave no further details.

In 2011, 30 Americans were among 38 people killed in a Chinook helicopter crash in Wardak province.

Helmand has long been a stronghold of the Taliban.

Afghan forces, aided by the US military, have been engaged in a fierce conflict recently with Taliban fighters who seized large swathes of Sangin district.

The fighting also sparked the deployment of a number of UK forces to Helmand for the first time in more than a year.

In September, the Taliban briefly overran the northern city of Kunduz in one of their biggest victories in 14 years of war.

Man held with 5 kg gold at Dhaka airport


Customs officials on Tuesday evening arrested a man with 50 gold bars weighting around 5 kg from at Shahjalal International Airport, Dhaka.

The arrestee Jasim Uddin (40) came through a flight of Regent Airways from Chittagong landed at Dhaka airport around 6: 30 pm.

Assistant Commissioner (Customs) of Dhaka Customs House Shahiduzzaman said tip-off, customs official challenged Jasim and recovered the gold from his shoes.

As the flight was coming from Bangkok and Jasim boarded as a local passenger from Chittagong, he might have received the gold bars from another passenger coming from Bangkok, Shahiduzzaman said.

Padma project cost rises to Tk287b


The executive committee of the national economic council (Ecnec) on Tuesday approved the second revision of the padma multipurpose bridge project with an increased cost of Tk 8,286.19 crore.
Thus the overall cost of the mega-project has been raised to Tk 28,793.39 crore or Tk 287 billion.
The approval was given at the 17th meeting of the government's highest policymaking body during the current fiscal year held at the NEC conference room in the city's Sher-e-Bangla Nagar area.
Briefing reporters after the meeting, planning minister AHM Mustafa Kamal said a total of 10 projects were approved today with an outlay of Tk 33,185.30 crore.
"Of the total project cost, Tk 30,292.54 crore will come from the national exchequer, Tk 22.32 crore from the organisations’ own funds while Tk 2,870.44 crore from project assistance," he said.
Of the approved 10 projects, six are new while four revised ones.
State minister for finance and planning MA Mannan was present at the briefing.
About the project cost increase for the Padma multipurpose bridge, Mustafa Kamal said some new components have been included into the project while a 1.3 kilometre stretch at the Mawa point has been brought under the river training works apart from addition of some selected bridge end facilities and related additional works.
He said the Padma Bridge project is a dream one for the government and once the project is implemented with a 6.15 kilometre bridge on Mawa-Janzira, it would further boost the country's GDP growth.
The Planning Minister said the main bridge construction would be completed by December 2018 while the rest of works would be completed by 2020. He hoped that both the road and rail transport would be possible by 2018 through this multipurpose bridge.
He said as per the latest 2nd revision, the main bridge construction work cost would raise to Tk 12133.39 crore from the first revision's Tk 8,361.06 crore, river training works cost would raise to Tk 9,400 crore from the 1st revision's Tk 4,387.71 crore, related additional works including road widening, ferry ghat shifting, ferry approach road in Mawa and Janzira would be Tk 408.16 crore, resettlement cost to be raised to Tk 1,515 crore from the 1st revision's Tk 1,423.47 crore while the land acquisition cost will be Tk 1,298.73 crore from the first revision's Tk 1086.08 crore.
Mustafa Kamal said the project cost witnessed the highest amount of around Tk 5,000 crore raise in the river training works.
Apart from the main bridge construction, Tk 1,097.39 crore has been allotted for Janzira approach road and selected bridge end facilities under the 2nd revision’s Tk 193.40 crore for Mawa approach road and selected bridge end facilities Tk. 208.71 crore for service area 2.
The authorities concerned earlier indicated that the World Bank's allegations of corruption in the project have caused delays in implementation, thereby escalating the project cost.
When the initial project was approved on August 20, 2007, the cost for the project was estimated at Tk 10,161.75 crore.
However, it did not include the cost of railway lines on the bridge. After the first revision in January, 2011, the estimated cost stood at Tk 20,507.20 crore, which included rail tracks on the bridge.
The project is running four years behind the schedule, after the WB withdrew its USD 1.2-billion loan in 2012 bringing allegations of corruption conspiracies involving top government officials and a Canadian consultancy firm. The government then moved to build the bridge with its own funds.
The project was initially scheduled to be completed by this year. But, it is now expected to be completed by 2018.
Regarding the additional allocation, the Bridges Division pointed out several reasons, including the higher cost of construction materials and consultancy services, increase of land price and land amount, and recruitment of more personnel for implementing the project in due time.
Meeting sources said Prime Minister Sheikh Hasina in the meeting asked the authorities concerned to complete the river dredging works under various projects without any interruption.
She also opined that the dredged earth could be exported abroad, including the Maldives and Singapore, or could be used locally in brick fields.
Besides, the prime minister said the people of the former enclaves could no longer be called people of the enclaves because they now belong to the mainland of the country.
The other projects approved in the meeting are skills and training enhancement project, 2nd revised with Tk 1,782.13 crore, Gopalganj Textiles Engineering College establishment, 1st revised with Tk 129.73 crore, rural infrastructural development of the former enclaves with Tk 180.59 crore, Institutional development and strengthening of Bangladesh Fisheries Academy, 2nd revised with Tk 52.25 crore, Strengthening of National Agricultural Training Academy with Tk 48.27 crore and rehabilitation of Polder No 36/1 under Bagerhat district with Tk 282.83 crore, New Horipur Power Plant Development Project (Long term service agreement and other support services for Horipur 412 MW combined cycle power plant with Tk 807.55 crore, Establishment of Tool Institute with testing facilities for strengthening BITAC with Tk 72.26 crore and Bhandal Juri Water Supply project with Tk 1036.30 crore.
Ministers and state ministers attended the meeting, while planning commission members and secretaries concerned were present.

She’s dying, says Diti’s daughter


“She’s dying,” actress Diti’s daughter Lamia’s Facebook update says all about the critical condition of the popular film star.
Lamia Chowdhury on Monday said in the Facebook post that her mother’s condition is very critical and she is not hopeful of the recovery of the veteran actress.
“She’s dying. Stop asking me questions about her health and do not show any sympathy for me saying she (Diti) will recover,” Lamia’s post reads.
Creating a sad ambience, the post adds, “Doctors cannot do anything for her. She is now in the middle stage of the Parkinson’s disease for the side effects of radiation.”
Lamia, in her post, also asked all to pray for Diti so that she can die peacefully.
“I can no longer answer your questions. I won’t pray for her recovery, too. If you really want, you can pray for her so that she can die in peace,” Lamia said.

Actress Diti is currently undergoing treatment for a brain tumour in Chennai. Her condition has worsened and has been reported as dire.
